i can't get rid of this vibration and it's driving me nuts!! help please! 200 1986

hey guys, i know someone here can steer me in the right direction with this. i have this really bad vibration coming from the rear of my 245..but ONLY when going between 10 and 18 or so mph. it does this when the engine is running and also when not....neutral, clutch in or clutch out....i checked rear bushings and the trailing arm bushings look recently replaced and so do the pan hard bushings....the torque rod bushings look a little worn but nothing major to cause this... i've checked my brakes and have recently installed new rotors and pads..the e-brake is working properly.. oh and also this vibration will occur when i'm braking and also when not braking..so i dont think the brakes are at fault. my universals look clean and tight as well. if anyone knows anything or has any suggestions please let me know!
