Characteristic of the Pulsed Secondary Air Valve? 900

Over the weekend my Check Engine light came on.

The OBD-II code was P0410 for the Pulsed Secondary Air system.

All the vacuum hose fittings seem OK and the solenoid seemed OK as well. I can tell the pump will run but it can't suck much air if the air valve won't open.

When I attempted to manually actuate the air valve with my hand vacuum pump I couldn't pull a vacuum. Does anyone know if this is correct? I'm guessing this means the actuating diaphragm in the valve has developed a leak?
