Timing Belt and Timing Issue 200 1991

I have 1991 240 4cyl. I rencently changed the head and it ran great for two weeks, except that I never could get the timing set correctly. I began to have starting prblems after about a week, then it would not start at all. I have torn it back down several times since. I have tried ensuring that everything is at Top Dead Center. There is suppose to be a mark on the block to set the crank at TDC, but I can not find it. I think that may be my problem. The #1 piston is at TDC and the rotor is pointing to the #1 plug. The crank is the only thing left that I can think of. It has spark and fuel. Can anyone help? I am getting ready to go back to sea (Navy) and would like my wife to not have to worry about this problem.
