fuel pump stays on... 200 1986

What other electrical glitch would cause this and what should I check? Been having to lift the hood and pull the fuse out so It doesn`t drain the battery, which is how I discovered the problem, after a couple of neighbors came to chat and noticed the hissing sound coming from the rear of the car. Then I knew. Car runs/idles fine, no starting problems. There is a slight hissing sound coming from underneath the hood when I plug the fuse in. I recently put in a new "Oil box" and checked the entire PCV system including the ICU valve below the manifold. The valve inside was able to rotate.
So what else might be the problem? Thanks in advance.
