B18 timing 120-130

I need some advice in regard to a B18. I just purchased a Crane XR700 electronic ignition and I'm confused on a timing issue. When I rotate the motor with a wrench as I approach 20 degrees BTDC the exhaust valve begins opening opening again. During the next rotations as I approach the timing marks again as least one of the valves is completely open. I would think that both valves should be completely shut during one of those rotations as the marks approach TDC. The rotor isn't lining up #1 as the reach these marks either. Being the worrying type, I've been thinking someone didn't properly align the timing gears when assembling the motor, but with only 40,000 miles I don't think the motor has been apart.

Any ideas.
