gas tank full of goo 140-160

My 142 has been sitting around for a couple years. I never bothered
to drain the tank. I imagine that it is probably full of gunk and other
horrifying stuff. What should I do to clean it out? Should I just bite
the bullet and take it out and take it to a gas tank place?

Also, last time I had it running, I remember that a large quantity of
fuel poured out of the gas tank area. I assumed that it was because
one of the hoses down there was leaking, but while I was under the car
installing a salvage-yard fuel pump, I noticed that there was a small
bolt on the bottom of the fuel tank that looked like it had been dripping
fuel and there was a sticky stain under the bolt on the garage floor.
It also looked like the undercoating was soft right around that bolt.
Is this the drain plug? Do they spontaneous start leaking?
