Help - 1981 240 headlights don't work (relay?) 200 1981

I think this is a fairly common problem-

the other day i turned my car on, and tried to drive off, but the headlights don't work. i'm not sure if i left them on for a while before that - maybe. The emergency flashers and highbeams still work (if i 'flash' the highbeams), but when i turn on the headlights with the switch, the lights don't come on, and none of the interior lights come on (guages, aircon, etc.)

I installed a radio last week as well, and in the inline fuse, put in an 8amp instead of a 3 amp (i didn't have the right one)

i looked at the headlight relay thats behind the battery (#1307991 i think), and its not smoked out, but my mechanic said he thinks that it is bad and i need a new one.

any ideas on what might be the problem
