If the screw that holds the choke cable tight, under the dash, is not really tight, the cable will slip right back to the closed position, under the force of the return spring on the carb. Pull out the choke, and look to see , under the dash, if it stays put or slides back, if it is not tight, when you pull out the choke, the rubber covers, and the cable will both slide under the w shaped clamp.
