Where has the car been?

If I were you I would get the car far enough off the ground that you can
get the wheel off and examine it closely. If the damage is ONLY in that
area I think you could put in a reinforcement and mount the shock again.
In the rear, it is NOT a "tower" as such, it just bolts into a reinforcement
on the outboard side of the rear wheel arch in the frame. If the body is
deformed in the area, that might be a good indication that it will be
difficult if possible at all, but if not, with some structural work, it should
be well within the realm of possibility.

When you go over there, take a digital camera and post some pix of the upper
shock mount areas.
