AIMING WINSHIELD WASHERS? 200

'Seems like an embarassingly dumb question, but didn't turn up any guidance in a quick check of the archives. The washers on my (daughter's) recently purchased '89 244 shoot waaaay too low on the windshield, but seem tightly-fixed in their seats. I need to raise the vertical targeting, in other words, but don't see any way to achieve this. I've thought about creating tapered shims from nylon washers, etc, but really don't think re-engineering can be the only answer. Any guidance?
