Getting to hate this engine B20B 140-160 1970

This is driving me nuts!

B20B w/ dual HIFs, Perlux ignitor, 128,000 miles 125± psi compression on all cylinders.
This car idles great and drives around town great. Plugs are grey/tan.
Get it on the highway, and it feels like it is not getting enough gas - surging when light on the throttle (when just maintaining speed). Floor it and it smooths out - pull the choke and it smooths out.

Had the intake/exhaust manifold resurfaced, new gasket, new carb gaskets, new floats, inlet needles and seats, BBB needles new fuel pump. Swapped ignition wires with known good ones and no change. Timing at 10 BTC @ 800 (disconnected).

I guess it seems like fuel starvation at high rpms (3500 - 3800) which is about 65 - 70 mph.

I've just about had it with this problem and could use any help.
