240 tank pump / sender access plate 200 1990

I replaced the tank pump on this car long ago, and finally went back to clean up the mess. Problem is, I have two 1" diameter grommets that fit the hole in the access plate:

1) a slit grommet which I can put around the 3-wire harness from the fuel sender
2) a non-slit grommet which has a grey sheath running through it. This gray sheath carries a green-white and black wire (I believe it's from the speedometer sensor), and it runs through the hole in the access plate.

I think that when I took this apart, the sender harness was just pinched under the access plate and caulked, with only the gray sheath running through the hole in the access plate. Do they normally all run through the access plate hole? I'd like to put it back how it's supposed to be, but I'm still wondering why there are two grommets.
