Bad Fuel Pump Ground? Intermittent no-start 700 1990

I've had an intermittent no-start on my 90 16v 740.

I can tell it's fuel related. (It will start briefly by adding fuel into intake)

When it's not starting, I cant hear the fuel pump(s). When I hear the whirling of the pumps it will start. The relay I can feel click even when not starting.

Could this be a bad ground? The car has enough milage, 275K, that the pumps could be going, but right now the tank is full, and if the main pump is working it should start even if in-tank pump is failing. Right?

Are these pumps wired so that if the ground is bad, neither will work?
