How do you read the ignition timing marks on the plasitic timing belt cover? 200

On the t-belt cover is a molded part that comes out with a 20 on the left then a vertical line then a 10 on the right. Those are degrees BTDC right? I mean I hate to be thick as a Brick (pun intended) but my car seems to run better when the timing is set at about 8 degrees BTDC. The label on the left strut tower states it should be 12+ or - 2 degrees. So I'm not too far off. Does anyone else run their car like this or am I in left field on this one?
