Fuse / Relay panel removal 700 1986

'86 745 T
I cannot get the fuse panel to come out of the console.
I checked the FAQ and unclipped the left side. That side will raise up the 1/2 inch as stated in the FAQ but I cannot get it to move from there.

The right side is binding or still attached somewhere. There is no clip that I can see on the right side of the panel. I don't think it is the harness hanging things up as stated in the FAQ, it just won't move at all. I tugged quite hard to no avail.

Is there possibly another clip on the right side maybe underneath the fuse panel.
