Voltmeter Installation Madness 200

Folks,

Please help the electrically challenged!

I tried to install a voltmeter today using the original Volvo instructions found here:

I wired my gauge just as the instructions indicate. At first I had zero indication on the VM. Hooking up a test meter to the wires showed (negative)-12v. I switched the connector and the VM seemed to work properly. So now the ground indication on the VM is hooked to fuse No.3, and the positive or power is the ground!? In any configuration I am unable to get the light to operate. The meter shows -12v when I test the leads. I do have the ground running between the light and the gauge then on to the chassis ground.
