Tightening Collar On Collapsible Steering Shaft Loose 1800

In the process of rebuildig the steering box on a 1970 1800E I used tremendous heat and a 3' pipe wrench to turn off the rusted on collar that tightens the flanged portion of the collapsible steering column. I began turning it th ewrong way and do to the metal being cherry red I have permanently expanded th ering so it is now loose. I tried removing another one from a parts car which was more rusted and badly stripped it.

Does anyone have any ideas as to what I could use to tighten the collar? Don Tibault suggested my only option may be to weld the two shafts together. I don't want a loose spline and possibly loose steering.
