Can't find steel rims 900 1993

Hi, all. The winter is approaching and I am looking to replace an old, rusted set of steel wheels that house winter tires. The set I have is so rusted that I actually broke the tire loose while accelerating last winter. Does any one know if I can clean and repaint these rims? I can not for the life of me find a good source (besides dealer, of course) for new steel rims. If anyone knows where to get a set of 4 or how to re-fresh the ones I have, please let me know!
