'Weak' cruise control 900

Hello,
I'm having trouble w/ my cruise control in my wagon ('94 940 NA). It seemed to be working fine a few weeks ago...

Now, it just seems weak. It will keep speed on flat ground but loses speed gradually going up even moderate hills. Sometimes, it will lose about 10mph and then just give up. If I give it even a little more gas the car easily accelerates up the hill. Its not like it needs to 'kick down' or anything. Also, it seems that the "increase speed by 1mph" single click of the cruise set button doesn't seem to work anymore either.

I've been driving more conservative recently, is it possible the cruise control computer now thinks that I want to slowly lose speeds going up hills? This seems rediculous.

I have a parts car at my disposal. Is there anything I should replace?
