'91 740 Turbo Wagon Check Engine light question 700 1991

Here's a question that's got me baffled.
My 'check engine' light came on this week.
Checking the codes in the read-out gives me two
codes:
2-3-2 which has something to do with
either the oxygen sensor or injectors and
1-3-1 which says that the rpm signal is missing at start-up.

Of course, the car is driving fine, even at idle and
I've not seen any performance issues. If the second
code were true, the car wouldn't start, no?

Any clues as to what I should look at on this?

Also, if I clear the codes, they seem to come right back at start-up.
The check engine light is always on.
