secondary butterflies on a B20B

on the B20B engine, I was wondering what purpose the secondary butterflies serve (the spring-loaded ones in the manifold), and if I get rid of them, and plug the shaft-holes, will it screw anything up.

It's a 1971 model with SUs, if that helps.
