Cleaned TB, NEED HELP! 700 1990

Hi I have a 740 Regina system and I recently cleaned the throttle body (again) and adjusted the TPS as per FAQ (since I accidentally moved it). When I first started it, the idle was at 200-300 RPM's (never heard an engine so quiet).

Then I tried to adjust the idle like it says in the FAQ but I was confused.

It's idling at about 750 now, but the car shakes when I come to a stop. I tried adjusting it higher, but then the TPS won't click when it comes off the adjustment screw.

What is the proper way to adjust it? Should I have it set so low that the IAC is on all the time or just when I let off the pedal it clicks on?

Also, at idle is the IAC supposed to be on all the time...to where you can hear it moving back and forth constantly?
