heater problems and other stuff 700

i have an 87 760T with ACC. This past July I got her running again after 3 years in a garage with a fried engine....

Anyways the heater doesnt work. The vents and blower motor work (sometimes) and I think that the AC works (There's no refrigerant left, but all the components seem to work). However the heater does not work at all. I'm not losing any coolant, and according to the previous owner the heater has always been a problem. I've gone throught the FAQs but there's nothing there that describes the problem with my heater. Any help would be appreciated, especially with the winter fast approaching up here in the Northeast.

On a sidenote, could a whining noise somewhere in the engine compartment be caused by a bad ground somewhere? My FPR,vacuum lines,fuel rail,injectors,spark plugs+wires and distributor are brand new. If its at all related i have bad mileage (15 mpg) and sometimes black smoke in the exhaust.
