Repetitive B230 water pump top seal leakage.

I put in a water pump into my B230 and I did not get a good enough preload compression on the top rubber seal. It leaks slowly.
The directions in the Chilton manual just says, "push up on the pump, tighten. Yeh sure...not that simple.
I used two phillips screw drivers in two bolt holes and held it upward.
Should I use permatex on this top seal or go dry? If not P. then what?
Does any one out there have a holding technique to support the pump up firmly while toorqueing the bolts?
