'96 965 heater problems S90-V90

That valve is not a proportional valve. It is designed to be either opened or closed. The temperature in the car is controlled by mixing the air from the heater core with unheated air.

Your problem may be as simple as a a vacuum line disturbed somewhere. At the firewall, make sure all 3 lines are OK. One is from the control unit to the valve you focused on. Another supplies vacuum to the control unit and the 3rd sucks air through the internal temperature sensor located in the dome light housing.
