Rear Defrost Grid... series circuit!?!? 200 1990

Tell me that I'm wrong here, but with it getting colder here in Anchorage lately, when I turn on the rear defroster in the morning, only the top three lines are defrosting, stopping 'curiously' at the line where the PO has taped up the For Sale sign on the window. Is this as simple as cleaning off the residual duct-tape glue and getting one of those paint-by-numbers rear defroster kits?

For some reason, I can't believe that they'd've used a series circuit for the defroster rather than some sort of parallel circuit. Anybody know?
