turn signal issues 200 1986

For some time now I have been having issues with my turn signals...when it is warm out say above 70 degrees F they work fine. Below that temp they simply do not flash...A goos rap on the steering wheel produces a single flash....today I noticed that the emergency flashers were in a similar state. I removed the turn signal switch and tested it and it is 100% opperational. I am looking at a diagram of the circuit on line and it is different from the ones that I have seen beofre. there seems to be a relay in the center console that makes the flash...whereas i am used to a small round plug-in style flasher...could the issue be a bad relay? if so can the relay be accessed without removing the center console? I have done this before to replace the blower motor and would really like to avoid that in the future. Any advice?
