Advice on Ignition Control Unit 200 1984

Hello,
I have a couple of questions regarding my ICU. I have had problems with the current one in my car, weak spark, random miss at idle and jerkyness over 65mph. I bought a pile of Volvo parts on e-bay for $10 which included a ICU with the same numbers as mine. I hooked it up and my engine sounded so much stronger and without the miss. The problem is the vacuume diaphram is clogged or something, as I dont get any timing advance when I drive. When I give it the gas or drive up a steep hill, it just kind of boggs down and also drinks gas like never before. Is there some way to clean or free up the diaphram inside? I sprayed a bunch of carb cleaner into the vac. hose nipple with the little straw on the can.I was hoping to blast out the crap inside and it helped alittle, but not that much. I dont see, from looking at the diaphram, how I could disassemble it without breaking it open. I am thinking of putting the diaphram from my weak ICU in the stronger one, but would like to know more about cleaning it.
Also, I am considering buying a rebuilt Programa ICU, after reading in the faq that the lifespan for these things are about15-20 years. I am hoping that a rebuilt one will keep me from having anymore ignition problems or worries for a long time. Has anyone had any experirence with these rebuilt ignition units? They come with a 4 yr. warranty, but was told by someone trying to sell me a used OEM ICU that the rebuilt ones only last for a year. Is this true or was the guy trying too hard to sell his boneyard unit? Thnaks for the help, Kenneth
