Engine revs up when fan is turned off. 200 1986

245 w/ A/C. A/C compressor is seized. Just replaced the fan with a new IPD 5 speed.

When I turn the fan up to at least speed 2, the engine revs up about 3-400 RPM when I turn it off quickly. If I turn it off slowly, the engine does not rev up.

I assume this is a vestigial effect of the A/C control system but why does it rev up when I turn the fan off and what is the fix to make it stop?
