coolant level sensor question 900 1992

Hi bricksters
I am installing a coolant level sensor as per FAQ. I took the overflow tank out and shook it to make sure the float was there(I had bought this tank new a couple of years back with the intention of installing the idiot light sometime in the future.) So the unit is the same as the one in the FAQ. I installed the sensor into the small hole at the bottom of the tank. I checked for continuity on both terminals with the multimeter but the buzzer didn't go off. Is this normal ? I was testing with the tank outside the car and in an upright position.
