LH2.4 561 ECU and Fuel relay grounding failure

Does this known 561 problem also fail to control the Fuel relay when the Key is turned On to position II? This is when the pumps usually run for 1-2 seconds, before starting.

Knowing the answer to this question might help isolate some Fuel issues in hiram6's current thread.
