Weird electrical problem 700 1989

Not a stumper at all. You definitely have a bad ground to the dim headlight. The low beam is finding its ground through the two high beam filaments which should be in parallel but are now in series. You should NOT!!!! be hearing any relays clicking under the hood with the flasher on. The common ground point is the fender mounted bus bar and you probably yanked one or two connectors off when changing the lights. The fuel injection (supressor) relay also gets its ground there.
