Pump problem 1800 1972

I just replaced the fuel pump on my 72 1800 with a rebuilt one. The old one worked but was real noisy. The new one doesn't work. There is no noise when you turn the key to the "on" position and there is no voltage at the plug. Does anyone have any ideas as to what the problem is?
