Harmonic Balancer 200 1986

I'm repairing a broken timing belt and I think the harmonic balancer has spun.

Can anyone verify that a proper 1986 230F NA harmonic balancer (HB) should have the timing mark (on its V-belt pulley) at about 1 o'clock when the notch on the HB for the crank toothed gear is aligned with the raised TDC mark (i.e., under the lower cover, close to vertical)?

Mine is way off, about 7 o'clock position w.r.t. TDC. I read a post that said the pulley's TDC is not aligned with the toothed crank's, but by how much?
