Darth Vader in my car 200 1990

I 've got a 1990 Volvo 240 regular aspirated sedan with a sound that is similiar to Darth Vader after the brake is applied. Or at any given time in 2-5 minute intervals, when the car is operating.

It sounds like from that 9" white cylinder expansion tank that the 2 vacuum lines attach to. I've checked the connections and they seem to be OK.

Overall this is developing a 2-3-2 OBD code because of the vacuum leak.

Has anyone run into this before?

Any help appreciated.
