Overdrive! 200 1989

So I'm cruising along at 80 mph on the highway when all of the sudden I feel a jerk, the engine revs loud and the little arrow at the bottom right corner of my instrument cluster comes on. Jezebel (automatic tranny) had kicked herself out of overdrive. I assumed it was the OD relay (I keep a new one in the glove box) and replaced it but strangely enough, both the new and old relay clicks when you press the OD button. New relay didn't fix problem, still won't go into overdrive. Fuse (25A) is still intact, guessing it might be the solenoid?! What else could it be?
