choke problem on weber downdraft 140-160 1968

I have recently run into the problem with my 142 not starting when it is cold. I looked at the choke and the choke plate does not move when pulled. As it turns out the rod that directly activates the plate seems to fall down to far when the choke is off, resulting in no movement. I am thinking it must be detached in the middle, as their is no way the cotter pin in the bottom holds it up (in its proper position). If this makes sense to anybody, and you know whats wrong, please let me know!
