Big Fuel economy drop - why? 700

Recently found the wastgae rod was detached from the underside of my 87 turbo. After reconnecting it the turbo began working and my fuel economy dropped from 24 mpg to 18 mpg. Is this normal, the car is not driven agressively so it seem like an big sacrafice? I'm thinking about disconnecting the turbo. The car runs very smooth with virutally no oil consumption after 180K.
