cold start valve 700 1990

Hi all,

The diagnostic module gives me 3-2-1 which means fault in the cold start valve.
How can I fix this?
It always takes 2-3 seconds of cranking for it to start when cold.
I connected voltmeter measuring AC voltage on the main fuel injector connectors and I can clearly see voltage when I put the ECU in diagnistic mode (starts turning the injectors, idle air whatever it is, radio supression relay etc).
Then I did the same for the connector for the cold start valve. There was no voltage.
If it is electrical problem how can I trace that?
