brake lights stuck on, relay not clicking -- 93 240 200 1993

Just bought a 93 240 wagon and the brake lights have started staying on
recently. If the key is removed brake lights work nornally with relay
clicking when brake is depressed, and again when released. Turn the
key on and brake lights come on when pedal is depressed,(relay clicks) but when the
pedal is released the brake lights do not turn off, and there is no "click" from the
relay. Anyone have any ideas. Is this just a switch adjustment?
