Handbrake stuck on 140-160

With this '69 144s I'm buying, its parking brake sticks on. After releasing the handle, you need to move the car to get it to let go. The car has been off the road nearly three years, except for occasional (clandestine) drives aroung the block.

I'll be inspecting the brakes before I drive it. What shouild I be looking for that might be causeing this?

I figuure it's a stuck cable -- rusted within its sheath. Or broken return springs.

I hope to remove the calipers, inspect the P-brake mechanisms and lube the contact surfaces before starting out on its home voyage.

Also, who has parking brake parts? (shoes, hardware kits, cables, etc.)

Most of the on-line vendors don't carry anything.
