Engine tries to start but will only idle for seconds 200 1987

Looking for some help with this problem. Bought an 85 240 that had an 87 engine swapped into to it. Previous owner said it would try to start but just would idle for 10 or so seconds when it did start. W

hen I checked it out, it wasn't getting any gas from the in tank pump so I replaced that pre-pump in tank, and also the main pump, pumped out the old gas, put some new, and now it tries to start but might idle for a few seconds before dying.

There is definitely gas in the rail as I can disconnect the fuel return going back to the tank and see a steady flow. Not sure what to check next and hoping someone might gimme some ideas on the likely cause.
