How do you adjust front brakes on 444? 444-544

Hello again! I have had a slight imbalance in the adjustment of the front brakes on my 444 and have been trying to adjust them. I had no trouble with the front driver side drum, but I am having some problems with the passenger side drum.

I adjusted the driver side by rotating the bolt on the forward edge of the back of the drum. From what I could tell, clockwise rotation loosened the brakes and counter-clockwise rotation tightened them. I have been trying to do the same with the passenger side, but rotating that bolt does not seem to affect the brakes one way or another. Is it possible/likely that something has come disconnected inside the drum?

And is there any other adjustment that I am missing somewhere? I am used to drums which use the star-wheel mechanism inside the drum, so these brakes are a bit of uncharted territory for me still.
