Climate Control Unit 900

I was informed by my mechanic that the c.c. unit has a vacuum leak that causes
fluctuations of the air speed.There is lots of air noise but the air blows
infrequently through the vents.So after replacing it twice with used units
from Ebay I am still having the same problem.My mechanic says that it is a common problem with these c.c.units.
Has anybody heard about this problem,and is that the reason these units are being bought on Ebay.Also if not this problem any suggestions.
