Heater problem 700 1989

I'm having a problem with the heater on my 744. The temperature of the air coming from the vents is really hot, but the problem is that the only thing that regulates the amount of air coming from the vents, is the speed of the car. I.E. the faster the car is going, the more heat comes out, and vise versa. When I turn the fan up each succesive notch, I can hear the blower motor making successively more noise, however it's not blowing any amount of heat through the vents.

It seems to me that there's like a vacuum operated door in front of the blower motor that's not opening or something. When I switch from vent to defrost to floor, etc. I can hear the different doors opening, and heat will come out of whatever location is selected, but the blower motor just isnt blowing it out.
