Screeching from the Turbo after hoses replaced 900 1994

My wife drives a '94 940 Turbo wagon (B230FT). While I was out of town, the car stalled out on her and the local garage replaced all the hoses going to the turbo. As soon as she drove it from the shop, she started getting a high pitched squeal whenever the car starts into boost (as judged by the dash guage). We didn't have this symptom until the garage did the hose replacement, and the garage now says the turbo unit is bad. My question is why we didn't have this problem till they did the hose replacement.

Not sure who to trust at this point, or how to figure out if the turbo is actually bad. I appreciate any input.
