240 won't start unless fuses jumpered - FPR readings 200 1987

I've had difficulty getting my car to start in the rain over the course of the past year. I learned not to even bother if it was pouring. Recently, the car would stall out on the road (even in nice weather), and it would not restart until I waited 15 minutes or so. After letting it sit for two months, the car will crank but not start at all (no matter what weather).

However, it starts and runs fine (even in the pouring rain) if I put a jumper from the left side of fuse 4 to the left side of fuse 6. I remove this when I stop the car, of course.

The 25-amp fuse was disgusting, and was replaced earlier today. However, there was no change in the above behaviour. Some of the thick red wires near the battery had crumbling insulation and were cleaned up. Still the same problems.

Here are the rough voltage readings on the white box (fuel pump?) relay by the passenger's feet

relay unplugged:
85 0 V
87/2 0 V
86/1 0 V
30 12 V
86/2 0 V
87/1 0 V

relay plugged in, no key:
85 0 V
87/2 0 V
86/1 12 V
30 12 V
86/2 0 V
87/1 0 V

relay plugged in, key in position II (the one that turns the headlights on):
85 12 V
87/2 0 V
86/1 2 V
30 12 V
86/2 0 V
87/1 12 V
(By the way, when the key is turned to position II, the relay makes a clicking sound and I can see this one metal piece move. When the key is turned back or taken out, the piece moves back, with another clicking sound.

Should I be concerned that pin 86/1 isn't dropped all the way down to 0 V with the key on? Any ideas on what the problem is here? Any more electrical tests I can do to narrow it down?
