Intermittent Brake Lights 900 1997

The brake lights on my 960 Sedan just started working intermittently, they are actually not working more often than not. Occasionally I get a bulb out indicator, but not all the time. I've tried changing out all the bulbs, but it is still not working. Has anyone experienced this or possibly know what it is?
