240 idles too high 200


My '86 240 idles really high ( around 1500 rpm). It runs fine other than that. The IAC is a known good one. I've cleaned the throttle body, the TPS switch clicks like it should, and the flame trap has been replaced. My engine bay wiring harness has never been replaced, but has had some new wires soldered in. Any idea as to what the problem could be? I don't think that I have any vacuum leaks. A PO had installed a metal hose control valve in place of the IAC. I don't want to put this back on the car however.
