Driver's seat sags in the right shoulder 200

Hi ya'll.

My driver's seat has some sort of structural problem where it sags in the right shoulder. It isn't a foam problem, since I can feel it discreetly slide in and out of a slight misalignment.

So ! I took it apart. Here's the picture. I found that the two parts shown with the red arrows slide a little against each other. To be specific, the other ring moves (5°?) against the inner. This play actually makes the seat quite uncomfortable when the offset is transferred all the way up the seat. The other side of the seat has the same apparatus, w/o the extra play.

Can I take these apart? What might be wrong? Is this a body shop or a volvo shop kinda problem?
